The Ministry of Environmental Protection and Natural Resources has launched a series of trainings for business on MRV
The Ministry of Environmental Protection and Natural Resources of Ukraine, together with the project “Support for the Establishment of an Emissions Trading Scheme in Ukraine”*,” and the Entrepreneurs Committee on Environmental Management and Protection of the Ukrainian Chamber of Commerce and Industry, as well as the National Greenhouse Gas Emissions Accounting Center, has launched training sessions on greenhouse gas monitoring, reporting and verification (MRV) for Ukrainian business representatives, as well as verifiers, consultants and other stakeholders. The training sessions, initiated by the ministry, are free of charge and will last for several months.
The main goal of the trainings is to help participants understand the system of monitoring, reporting and verification of greenhouse gas emissions (MRV) and to ensure their preparation for the new legislative requirements. Prior to the training sessions, the MRV system experts conducted a survey among operators and jointly identified the current list of issues that entrepreneurs face when collecting relevant information, preparing and submitting reports, in order to cover them in the training program.
“The Ministry of Environment is actively cooperating with business to achieve Ukraine’s climate goals. Together with experts, we have developed the draft law “On Amendments to Certain Legislative Acts of Ukraine on Monitoring, Reporting and Verification of Greenhouse Gas Emissions” to restore the mandatory system of monitoring, reporting and verification of greenhouse gas emissions. This will provide accurate data for improving environmental policy and regulating emissions,” said Viktoriia Kyreieiva, Deputy Minister of Environmental Protection and Natural Resources of Ukraine.
According to Mrs. Kyreieiva, the draft law was developed taking into account wartime, as some of the facilities were destroyed, damaged or are located in the temporarily uncontrolled territory of Ukraine.
“Starting this session of trainings, we expect that they will be useful, interesting, and productive for the participants. Currently, we continue to work on the digitalization of the Unified Register of the MRV, which will help to significantly simplify the entire process of providing administrative services in electronic format. We plan that this system will be available next year and will greatly simplify the activities of operators within the MRV system,” said Pavlo Masiukov, Director of the Support for the Establishment of an Emissions Trading Scheme in Ukraine”* Project.
The project is working closely with the Ministry of Environment, the Budgetary Institution “Greenhouse Gas Emissions Accounting Center” and other governmental agencies, helping to gain European experience and simultaneously conducting in-depth consultations with the National Accreditation Agency of Ukraine (NAAU) to ensure that all relevant government agencies and organizations can develop a common and effective path within the MRV system.
In the future, to reach the maximum number of participants, the trainings will be held online. The dates will be announced additionally on the official website of the Ministry, as well as through the relevant official newsletter to business representatives.
