Public Association “Reanimation Package of Reforms Coalition” (RPR)
Role
Umbrella organisation that unites 25 non-governmental organisations and experts from all over Ukraine who have pooled their efforts to facilitate and implement various sectoral reforms, including energy and environmental sector reforms.

Public Association positions itself as an impartial, politically independent and not affiliated with business umbrella organisation that supports advancement of reforms that are necessary in order to build independent, democratic, consolidated and strong state by using the best international experience and practices.
Organisation has organised a big number of various round tables, thematical discussions and working groups.
In the year 2020, it formed 18 regional coalitions, drafted 8 legislative proposals that were adopted with the advocacy support of the coalition, organised 25 online events and 2 forums. Such forums included major “Ukraine Reform Conference” and the “Dialogues About Reforms: on the Road to Vilnius” events.
Among the tasks of Public Association is to facilitate reforms for CSOs development in Ukraine, but the organisation is also active in conducting advocacy activities in areas of waste management, climate policy and energy transformation according to the EU legislation.
In energy transformation field the coalition participated in the following activities:
- Program for support of energy efficient measures “Warm credits”.
- Establishment of the State Energy Efficiency Fund and introduction of commercial utility billing.
- Monetization of housing subsidies.
- Increase of transparency of the energy sector and the accountability of the public bodies.
- Development of competitive gas, electricity and heat markets.
