Support for the establishment of an emissions trading scheme (ETS) in Ukraine

This project is assisting Ukraine’s Ministry of Environmental Protection and Natural Resources in developing an Emissions Trading Scheme (ETS). Its main focus areas include:

• Establishing an MRV System: Setting up a Monitoring, Reporting, and Verification (MRV) system to ensure accurate tracking of emissions.
• Legal and Institutional Development: Supporting legislative changes and creating a data management system for emissions data.
• Building an Emissions Database: Developing a precise and reliable emissions inventory, which is essential for an effective ETS.
• Cap Setting & Economic Impact Analysis: German experts are advising on determining emissions caps and assessing their economic implications.
• Stakeholder Engagement: Ensuring broad participation from key stakeholders to enhance the ETS’s effectiveness and public acceptance.
