Strengthening the capacity of regional and local administrations for implementation and enforcement of EU environmental and climate change legislation and development of infrastructure projects (APENA-3 project)
Description
The APENA 3 project The project aims to provide long-term support to enhance the capacity of Ukrainian authorities at the local and regional levels to develop and implement key reforms arising from the Association Agreement, including the capacity to implement the process of legislative approximation with the EU in the areas of environmental impact assessment, strategic environmental assessment, waste management and climate change adaptation.
Project purposes are:
- to strengthen cooperation between Ukraine and the EU, taking into account the priorities of the Association Agreement between Ukraine and the EU to strengthen regulatory aspects in the spheres of environmental impact assessment, waste management and climate change
- to strengthen the capacity of regional authorities to develop and implement regional policies on adaptation to climate change;
- to strengthen the capacity of regional state administrations and local self-government bodies to implement new legislation that meets EU standards on environmental impact assessment, waste management and climate change;
- to support and train business and civil society at the local and regional levels to address issues related to new environmental legislation in the above-mentioned spheres;
- to support local and regional authorities, as well as business in the preparation of investment infrastructure projects, including in the field of waste management, in accordance with EU environmental standards and current legislation of Ukraine that meets EU standards
- support local civil society in raising public awareness concerning waste management, promote the principles of cyclical economy, EIA, SEA and resilience to climate change challenges.
