Description

This project aims to remove barriers to attracting investment in energy efficiency in public buildings in small and medium-sized cities in Ukraine through the energy service contracting (ESCO) mechanism. The main focus is on the installation of solar power plants (SPP) at hospitals and water utilities to ensure stable power supply to critical infrastructure.

Key aspects of the project:

  • Advisory support to communities on the selection of technical solutions for SPPs.
  • Development of a pre-feasibility study to assess the needs of hospitals and water utilities and the economic impact.
  • Attracting ESCO investors to finance the design, construction and installation of SPPs.
  • Return on investment mechanism** – funds are paid back through electricity savings, at no cost to the city.
  • Expected effect** – generation of 16 million kWh of clean energy, reduction of conventional electricity consumption by 10-30% annually, and savings for municipal budgets of up to UAH 85 million after the contracts are completed.

The project has already analysed 37 potential sites in 18 cities, developed standard technical solutions and determined the capacity of the plants for hospitals (20-450 kWh) and water utilities (50-1000 kWh).
