Energy Efficiency Support Program for Ukraine – EE4U
Description
The Energy Efficiency Fund provides grants to homeowners’ associations (HOAs) for energy-saving upgrades and post-war building restoration, integrating best European thermal modernization practices. It is funded by the State Budget of Ukraine, the EU, and the German government.
Key Programs:
- ‘ENERGODIM’ Program (since 2019):
Supports energy modernization of residential buildings.
Provides 40-70% cost reimbursement for measures like insulation, heating system upgrades, and window/door replacements.
Implemented with IFC and GIZ. - ‘VidnovyDIM’ Program (launched in 2022):
Finances reconstruction of war-damaged buildings.
Grants cover 100% of costs (up to UAH 7.2 million per object).
Funded by the European Union.
Additional Support:
Aligns with Ukraine’s energy efficiency and CO₂ reduction commitments under EU and international agreements.
IFC regional consultants assist HOAs throughout the grant application and implementation process.
