Driven by ambitious career goals, young people increasingly leave their home countries in search of opportunities. Create Ukraine aims to bring back talented Ukrainians who have gained valuable international experience to Ukraine.

The programme was launched in June 2024 after the signing of a memorandum of cooperation between the Lithuanian organisation Central Project Management Agency, the Ministry of Economy of Ukraine (now Ministry of Economy, Environment, and Agriculture) and the KSE Foundation at the International Conference on the Recovery of Ukraine.

In 2024, 10 professionals took part in the pilot phase of the program, joining the team of the Ministry of Economy of Ukraine and implementing dozens of projects across key areas, including investment, SME development, labour market, EU integration, scaling public-sector initiatives, and transparent communications.

In 2025, Create Ukraine scaled up and selected 25 young professionals who began working across 6 ministries, as well as in the Office of the President, the Office of the Prime Minister, and the Office for European and Euro-Atlantic Integration, contributing to priority national projects, Ukraine’s recovery, and the EU accession process.

To qualify, participants must: 

  1. hold Ukrainian citizenship.
  2. be between 22-35 years old.
  3. have lived abroad for at least a year at the time of application.
  4. have worked abroad 1-2 years (economics, public administration, international relations) or obtained a master’s degree at a university abroad.
  5. have the willingness to work at one of the Ministries full-time for 10 months.
  6. be fluent in Ukrainian and English.
  7. desire to work for the development of the public sector.
