This guide provides a step-by-step description for climate risk assessment, a structured process for identifying, assessing and managing risks associated with climate change. It explores how climate-related hazards can affect people, economies and ecosystems. These assessments help national and local governments develop strategies and measures to reduce vulnerability and protect communities, infrastructure and livelihoods. In Ukraine, climate risk assessment is particularly relevant in light of the country’s commitments under the Paris Agreement, which aim to:

  1. Limit the rise in global temperature through mitigation (reduction of emissions)
  2. Strengthen the resilience of social, economic and environmental systems through adaptation.

The manual was prepared within the framework of the “Capacities for Climate Action Project” implemented by GIZ on behalf of the German Federal Ministry for the Economic Affairs and Climate Protection (BMWK) within the framework of the International Climate Initiative (IKI) and co-financed by the European Union.
