Advisory Bodies in the Climate Governance System of Ukraine: a European Model for Ukraine

In 2024, Ukraine took a decisive step toward strengthening its climate governance by adopting the Law “On the Basic Principles of the State Climate Policy.” This landmark legislation embeds science at the heart of decision-making and paves the way for the creation of the Scientific Expert Council on Climate Change and Ozone Layer Protection. This analytical paper examines how Ukraine is aligning with European climate standards, explores international best practices in establishing scientific advisory bodies, and outlines pathways to ensure that science-driven policy becomes the foundation of Ukraine’s climate action.
