Building a climate-resilient Ukraine: the role of adaptation in strategic planning of the NDC

The analysis is dedicated to the growing role of climate change adaptation in contemporary climate policy. Climate change is no longer a threat of the future but a present-day reality, manifesting through extreme weather events, threats to infrastructure, and food security. The analysis places particular emphasis on how adaptation – on par with decarbonisation – must become a key priority for countries worldwide, including Ukraine. Adaptation should not merely be part of strategic documents but must be integrated into international commitments.

In light of the consequences of war, climate-related challenges, and the pressing need for recovery, this issue holds critical importance for Ukraine. Adaptation measures can reduce economic losses from extreme weather events and form the basis for the country’s long-term resilience. The document highlights the importance of a systemic approach and provides recommendations that will enable Ukraine to mobilise international support and resources to address multidimensional challenges.

The analysis was prepared within the framework of the EU4ClimateResilience| Decarbonisation and Climate Resilience in the Eastern Partnership countries.
