Ukraine’s Climate Policy Goals defined by the Law of Ukraine No. 991-IX, Article 4, 08.10.2024

This infographic presents the core short-term and long-term climate policy goals of Ukraine. It outlines Ukraine’s targets for greenhouse gas emissions reduction, carbon neutrality, energy transition, adaptation, and climate resilience. These goals underscore the country’s commitment to aligning with European and global climate ambitions while building a sustainable and resilient future.

Achieving Climate Neutrality by 2050

This involves mitigating the effects of climate change, adapting to its impacts, promoting low-carbon and sustainable development, and ensuring Ukraine’s environmental, food, and energy security.

Mid-Term Goals *

  • Reducing greenhouse gas emissions and increasing absorption across various sectors, including industry, transport, energy, agriculture, and forestry.

  • Increasing the share of renewable energy and alternative fuels in Ukraine’s energy balance.

  • Lowering the energy intensity of GDP and reducing emissions per unit of GDP.

  • Developing low-carbon and environmentally friendly technologies and infrastructure, as well as nature-based solutions.

  • Strengthening the adaptive capacity and resilience of socioeconomic and environmental systems.

  • Enhancing greenhouse gas removal through nature-based approaches.

Long-term Goals

  • Achieve climate neutrality through a socially just and economically efficient shift to low-carbon development, supporting the Paris Agreement target to limit global warming to:

    • Well below 2°C,
    • With efforts to cap at 1.5°C above pre-industrial levels.
  • Enhancing resilience and reducing risks, including health-related ones, associated with climate change by implementing adaptation measures.

  • Supporting low-carbon and sustainable development.

  • Ensuring environmental, food, and energy security.
