  • Key Stakeholders of the National Climate Policy

    This infographic highlights the key stakeholders shaping Ukraine’s national climate policy, including government, local authorities, civil society organizations, academia, think tanks and international partners. It outlines their roles, responsibilities, and contributions to advancing climate mitigation and adaptation efforts. Together, these actors form the collaborative framework driving Ukraine’s transition toward a more sustainable, resilient, and low-carbon future.

  • Actors were divided into four main categories: governmental bodies, local authorities, donors and international organizations, NGOs. The Ukrainian Government is represented by the Ministry of Environmental Protection and Natural Resources of Ukraine, the Ministry of Energy of Ukraine, the Ministry of Economy of Ukraine, the Ministry of Communities, Territories and Infrastructure Development of Ukraine, the Ministry of Agrarian Policy and Food of Ukraine, the Ministry of Finance of Ukraine, the Ministry of Education and Science of Ukraine, the National Bank of Ukraine and Government Office for Coordination on European and Euro-Atlantic Integration. Generally, governmental actors are key players in the development of policies and strategies. The Ministry of Environmental Protection and Natural Resources is the leading Ukrainian governmental institutions with regards to climate change.

    Donors and international organizations were selected according to the level of their engagement in climate policy formulation and implementation support and include the following organizations: Delegation of the European Union to Ukraine, the Energy Community, the Covenant of Mayors for Climate & Energy, World Wide Fund for Nature, World Bank, Eastern Europe Energy Efficiency And Environment Partnership, EBRD, EIB, KfW, NEFCO, Swedish International Development Cooperation Agency, State Secretariat for Economic Affairs of Economic Cooperation and Development, USAID, UNDP and OECD. The active engagement by and support from these organizations is critical to the fulfillment of the task of decarbonization of the Ukrainian economy. 8 The following local NGOs were identified as having a significant stake in tackling the climate agenda in Ukraine: Ecodiya, No Waste Ukraine, and the National Ecological Center of Ukraine. Local authorities are represented by Kyiv city council and Lviv city council, as these two cities are exemplary in pursuing climate-related topics, including monitoring and assessing the impact of various activities in the city on the environment.
